长海县地处外长山群岛，位于辽东半岛东侧的黄海北部海域，东与朝鲜半岛相望，西南与山东庙岛群岛相对，西部和北部海域毗邻大连市城区及普兰店市和庄河市，是我国八大群岛之一，是东北地区唯一的海岛县，全国唯一的海岛边境县。全县陆域面积119平方公里，海域面积7720平方公里，辖二镇三乡，人口7.5万人。长海县是我国海珍品原良种基地，拥有种类繁多的海产品资源，素有“天然鱼仓”之美誉。全县增养殖海洋生物多达4大系列20多个品种，适宜增养殖的海域面积达2000余平方公里。
近年来，长海以争创全国“百强县”和国家级“生态县”为目标，以强县惠民为根本，以扩充经济总量和发展税源经济为主线，深入实施“渔业立县、工业强县、旅游兴县”三大产业发展战略。作为“海上辽宁”和“海上大连”示范区与先导区的长海县，以前所未有的胆识，作出了实施“飞地”经济，全力突破海岛经济增长极限和发展瓶颈，加速实施“工业强县”战略，斥巨资在普兰店市皮口镇开发4平方公里废弃盐田，作为长海“飞地”，搭建与国内外企业界进行经贸合作的平台。
长海“飞地”，全称为大连长海（皮口）工业园区，位于普兰店市皮口镇东部，水陆交通便利，处在大连一小时经济圈之内，距大连市区79公里、开发区和保税区50公里、普兰店市区35公里，距大连周水子国际机场88公里，距大连港51海里，距沈大高速38公里、大丹高速4公里、201国道1公里，与大庄铁路皮口站相距不足200米，与所属地长海县相距8海里，辽宁省滨海路沿园区而过。
园区规划建设用地面积4平方公里，划归为4个功能区：商贸物流区、科技研发区、水产品加工区和工业区。目前，园区已被命名为辽宁省海洋科技产业园、中科院大连化学物理研究所海洋生物技术成果孵化基地、大连高薪技术产业园区长海分园，同时园区已被纳入全省发展县域经济重点园区支持范围。园区建成后，预计三年内可以入驻企业达32家，达产26家，年实现产值13亿元，年实现税收近亿元。最终入驻企业总数预计可达到100家，引进投资20亿元，可安排就业近9000人。所有入驻企业达产后，预计可实现年销售收入40亿元，利税5亿元。
园区基础设施配套齐全，规划建设自来水加压站一座，日供水量可达1.5万吨，并纳入大连市总供水系统，与引英入连主管相连接；规划建设一座66kv的变电所及回路供电体系、28公里14－40米宽的柏油路网、雨、污水分离排泄管道系统、建设污水处理厂、电信端局、有线电视电缆、宽带光缆等，能够做到“七通一平”，保证企业顺利入驻、开工建设、正常投产。截止目前加工区已完成了起步区主干道路强夯、桥涵、道路和管网综合、1、2号潮沟改造及路灯等工程。
园区将主导产业定位为水产品加工、海洋科技研发，兼容为主导产业服务配套的物流仓储和利于提升产业科技含量的相关工业产业，并制定如下优惠政策：
1、入驻企业固定资产投资需在5000万元人民币以上，投资强度和建筑容积率需达到规定要求。土地转让金按照国家规定最低用地标准执行。对投资强度大、税收贡献大、科技含量高的项目，可一事一议给予企业奖励。
2、入驻企业税收执行国家、省、市的招商引资优惠政策和振兴东北老工业基地的政策。
3、入驻企业的固定资产投资(房屋、建筑物除外)，可在现行规定折旧年限的基础上，按年限不高于40%的比例缩短折旧年限。受让或投资的无形资产，可在现行规定摊销年限的基础上，按年不高于40%的比例摊销。
4、免收县本级各种行政事业性收费。对国家鼓励投资类产业项目，给予一定的资金支持或固定资产投资贷款贴息政策。
5、入驻企业仅需提供必要的基础资料，项目审批由大连长海（皮口）工业园区管委会办公室全程代理，限时办结。

- Dalian Changhai (Pikou) Industrial Zone
Changhai County is located in the archipelago in the eastern part of Liao Dong Peninsula, in the northern sea area of the Yellow Sea. It faces the North Korean Peninsula in the east and Shandong Miao Dao Peninsula in the southwest. There is Dalian City, Pu Landian Town and Zhuanghe Town around it in the western and northern part the sea. It is one of the eight archipelagos in China. It is the only island county in the northeast. Besides that, it is the only island frontier county in China. Changhai County covers an area of over 119 kilometer squares on land, 7,720 kilometer squares on sea. There is a population of 75,000 people in Changhai County. Changhai County is famous for its “Natural Fish Warehouse” which has a variety of seafood. Needless to say, it is a renowned base of well-cherished seafood products. There are more than 4 species and 20 different kinds of this specific species that are bred in the sea area covering 2,000 kilometer squares.
These days, Changhai aims to set up the “the Best County of One hundred Cities in China” and the “Ecological County of the Nation”. It is a way to serve people and strengthen the economy in Changhai. It is a main line to enlarge the economy and to develop tax sources. It is a strategy to carry out the development of the three industries, which include fisheries, the foundation of economy, an industry that strengthens the economy and tourism. As a demonstration and a forerunner of the nation’s economy, Changhai musters up courage to implement the “Fei Di” Economy. In order to carry out the strategy as soon as possible, they overcome many obstacles and difficulties. They spend a large amount of money to develop the abandoned salty land in the area of Pikou town about 4 kilometer squares, and Pu Landian, which can promote the cooperation and collaboration between corporations at home and abroad.
Dalian Changhai (Pikou) Industrial Zone is shortened for “Fei Di”. It is located in the eastern part of Pikou in Pu Landian. The transportation vehicle on land and sea is very convenient. It is within the boundaries of Dalian’s economy. It is 79 kilometers far from Dalian City, 50 kilometers far from Development Zone and Free Trade Zone, 35 kilometers far from Pu Landian, 88 kilometers far from Dalian Zhou Shui Zi International Airport, 51 sea miles far from the Dalian Port, 38 kilometers far from Shen-Da Highway, 4 kilometers far from Da-Dan Highway, and 1 kilometer far from 201 National Highway. In addition, it is 200 meters from Pikou Station on Zhuanghe Railway. It is 8 miles far from Changhai County. It passes through the Industrial Zone on Liaoning Yan Hai Road.
The Industrial Zone occupies 4 kilometers squares in area. It is divided into 4 functional zones: Transportation Logistics, Science and Technology Research Zone, Aquaculture Processing Zone and Industrial Zone. Recently, it was nominated to Oceanic Technology Industrial Zone, Bred Oceanic Creature in Dalian Institute of Chemical Physic, Chinese Academy of Sciences, Changhai Zone- the Bunch of Dalian High-tech Industrial Zone. The Industrial Zone has been considered as an important part of economical development in Liaoning Province. After the establishment of the Industrial Zone, it is estimated that there will be 32 corporations investing there and 26 corporations will begin to produce. In that sense, it will reach 1.3 billion RMB in a year’s production. It will pay taxes nearly 100 million RMB every year. Finally, there will be more than 100 corporations registered there. Investment will reach 2 billion in the first period. It can also solve the problem of employment that 9,000 workers will begin to work again. If all of the corporations begin to produce, it will reach 4 billion RMB every year in production value and taxes will nearly amount to 500 million RMB.
The facilities in the Industrial Zone are fully equipped. They have planned to construct a Pressurized Water Station, which supplies 15,000 tons water every day and it will contribute to the total Water Supply System and will be connected to the main pipe of Ying Na River which supplies water to Dalian City. It is planned to establish a 66 kilowatts Substation and Loop Electricity Power Supply System. They are plans of constructing the Plumbing System Net that will be of 28 kilometers in length and 14 to 40 meters in width which shall separate the Asphalt Road Net, the Rainwater and Sewage Plumbing System. It is planned to set up a Sewage Treatment Plant, Telecommunication Terminal Bureau, Cable TV Wires, and ADSL Wires and etcetera. All of those constructions shall ensure that corporation invest here easily and start to produce here. Currently, construction of roads, buildings, bridges, and integrated pipe networks, reconstructing projects of No.1 and No.2 tidal creeks and road lamps have been finished in the Processing Zone.
Industrial Zone will be positioned as an Aquaculture Processing, Oceanic Science and Technology Research, Logistics Warehouse centre which shall help and boost the industries by promoting and ensuring that these companies cost of capital is reduced. The following are some of the policies put in place:
1. Corporations should invest over 50 million RMB in fixed assets. Investment intensity and construction areas are required. The land transferring funds should be implemented according to the national minimum standards. Corporations will be awarded due to sufficient investment, contributions to the nation’s revenue and highly-qualified science and technological information, education and physical assets brought into the nation. This will apply only to some specific items.
2. Corporations should implement policies on revenue according to policies of investment and revitalization of the old industrial bases in Northeast China.
3. The fixed assets (except workplaces and constructions) depreciable life can be reduced by less than 40% on the basis of its present regulation. Transferee or invested intangible assets can be paid on installment by less than 40% on basis of its present regulation.
4. Firms should be free for all kinds of administrative charges and give some financial support or some discount loan policies on fixed assets concerning some industrial items which investment is encouraged by our nation.
5. Corporations need to provide appropriate and fundamental information to Officials in Dalian Changhai Pikou Industrial Zone Committee. The officials will be responsible for permitting items and other related affairs.

全県の陸地面積は119㎢、海域面積は7720㎢、二つの鎮と三つの郷を管轄し、人口7.5万人となっています。
長海県はわが国の海産珍味の良種原産基地であり、非常に多種にわたる海産品資源を擁し、「天然の魚の倉庫」の美称をもとより有しています。
全県で養殖している海洋生物は、4大系統20種余りの多岐におよび、養殖に適した海域面積は2000㎢余りに達しています。
近年、長海は全国「百強県」と国家レベル「生態県」を創り上げることを目標に、また県を強くして人々に恵みをもたらすことをモットーとして、経済の総量の拡充と税源経済の発展をメインにして、「漁業立県、工業強県、旅行による県の振興」の三大産業発展戦略を深く実施してきました。
「海上の遼寧」と「海上の大連」のモデルエリアと先頭エリアの長海県は、かつてない胆力と見識を以って、「飛び地」経済を実施し、全力で海に浮かぶ島の経済の増強の極限と発展のボトルネックを突破し、「工業強県」政策の実施を加速させるために、巨額の資金を割いて普蘭店市皮口鎮の4㎢の廃棄塩田を開発して、長海の「飛び地」を国内外の企業との経済貿易協力のプラットフォームに築き上げています。
大連長海（皮口）工業エリアといい、普蘭店市皮口鎮の東部に位置しています。水陸の交通に便利であり、大連から1時間の経済エリア内にあり、大連市から79キロ、開発区と保税区から50キロ、普蘭店市区から35キロ、大連周水子国際空港から88キロ、大連港から51キロ、瀋大高速道路から38キロ、大丹高速道路から4キロ、201国道から1キロの距離にあり、大庄鉄道皮口駅から200メートル足らずの距離で、所属地の長海県から8海里の距離に遼寧省浜海路沿エリアがあります。
エリアの計画建設用地の面積は4㎢であり、四つのファンクションエリア、すなわち商業貿易物流エリア、科学技術研究開発エリア、水産品加工エリア、工業エリア、に分割されます。
目下、エリアは遼寧省海洋科技産業園、中国科学院大連化学物理研究所海洋生物技術成果孵化基地、大連ハイテク産業エリア長海分エリアと命名され、同時にエリアは全省発展県域経済重点エリアの支持範囲に組み込まれました。
エリアの完成後、予定では3年以内に進出企業が32社に達し、生産段階に達する企業26社、年間実現生産価値13億元となっています。
最終的に進出企業の総数が100社に達し、導入投資額20億元、手配可能な就業人数9000人近くを予定しています。
すべての進出企業が生産を開始した後、年間販売収入40億元、利益に対する税金５億元の実現を予定しています。
エリアのインフラ設備は整っており、水道送水場1箇所の建設を計画、その一日の供給水量は1.5万トン、また大連市の総水供給系統に組み込まれ、英那河から大連への引き込みのメインパイプに繋がっています。また、66kvの変電所と回路電気供給体系、28キロの14～40メートル幅のアスファルト道路網、雨水、汚水の分離排泄管システムの建設、汚水処理場、電話通信端末局、有線テレビケーブル、ブロードバンドと光ファイバーケーブル等を建設して、「七通一平（七通：道路、電気、蒸気、通信、汚水、上水、下水施設、一平：全ての構築物を撤去した土地造成）」を成し遂げて、企業が順調に進出して、建設を始め、正常に生産に入ることを保証する計画です。截止目前加工区已完成了起步区主干道路强夯、桥涵、道路和管网综合、1、2号潮沟改造及路灯等工程。 現在までに、加工エリアは初期エリアの主幹道路の動圧密、橋の配水管、道路とパイプ網の総合、1、2号タイダルクリークの改造と街灯等の工程を完成しました。
エリアは主導産業を水産品加工、海洋科学技術の研究開発に定め、主導産業サービスとセットになる物流倉庫の貯蔵と産業の科学技術の向上に有利になる関連の工業産業を含めて、以下のように優遇政策を制定しました。
1、進出企業の固定資産投資が5000万人民元以上必要であり、投資強度と建築容積率が規定の要求に達した場合、土地の譲渡金は国家規定の最低の用地基準により執り行われる。投資強度が大きく、税収の貢献が大きく、科学技術の含有量が高いプロジェクトに対しては一つの事業について一つの議事を行い、企業に奨励を与える。
2、進出企業の税収は、国家、省、市の企業投資誘致優遇政策と、東北老工業基地振興の政策を執行する。
3、進出企業の固定資産投資（家屋、建築物を除く）は、現行規定の減価償却の年限の基礎の上に、年限から40％を上回らない割合で減価償却の年限を短縮することができる。
譲渡を受けた或いは投資した無形資産は、現行規定の償却年限の基礎の上に、年に40％を上回らない割合で償却することができる。
4、県レベルの各種の行政事業性費用の徴収を免ずる。
国家奨励投資類の産業項目に対し、一定の資金の支持或いは固定資産投資ローンの利子補給政策を与える。
5、進出企業は必要な基礎資料を提供するのみでよい。プロジェクトの審査許可は、大連長海（皮口）工業エリア管理委員会事務室が全ての過程を代理し、時間を限って結果を出す。
